      For some reason my apple tv seems to be struggling with DHCP - anyone see anything like this before?

        Only in circumstances where for some reason the DHCP reply can't get back to the client (usually in more complex networks where there's a VLAN tag missing somewhere, wrong PVID, or similar). Doesn't seem like that's likely here, though not enough info to know for sure.

        Does it work at all? Does anything on the same wireless network work?

          @cmb - thanks for the response!

          It's on a wired connection.  Home network, no VLAN.  There is a a small switch in the cabinet it's in with other devices that are getting addresses just fine. I changed cables also…  Maybe the device itself is having issues?

          I'm going to try wireless.

            Ah, for wired, that looks a lot like what'd happen if the AppleTV were cycling link repeatedly (each link up should result in a DHCP request). That could be a bad cable, bad switch port, or bad NIC in the AppleTV. Wireless a good thing to try next.

              Just to close this out - wireless works fine.  I switched ports and cables so I'm thinking the AppleTV device NIC is going - cycling link seems more plausible given my network topology.

                Yeah sounds like you've pretty much narrowed it down to a bad NIC in the Apple TV. Probably the only other thing you could try is a completely different switch. It's very rare these days, but it's possible the Apple TV and that switch just don't play nicely together for some reason. Unlikely that's the case though.
