Low power, fast enough to support 1Gbps, with packages and cheap. A tough combination!

I think you're probably looking at one of the Rangley multicore Atoms but it depends what you mean by cheap.  ;)

Cheap is Vague.. I think i'm more worried about size/Efficiency. It will be replacing a Routerborad 750GL I don't want anything too huge.. and would love it to handle the load(but in 2-3 years I could be looking to upgrade it anyways)

Consider this if you can wait for it to be released and it's cheap enough:

This would be an option assuming that have Cases for them…

              I believe so:

I would expect they'll come with a ready assembled option but I don't have any inside info on that.

I think it would be Easier to Acquire hardware hardware slowly… What would you suggest as a Mini-ITX build? I've seen a few people mention AMD CPUs Would an AMD A4-6300 be powerful enough? also what would be the suggestion for a Dual or Quad Port PCI-E Nic?

works out of the box using igb driver.

I stumpled across an Intel Pro/1000 PT Dual Port at work in a machine I was scraping… So i'll be using that.. my Planned build right now is...
                      Motherboard - MSI AM1 - http://www.newegg.com/Product/Product.aspx?Item=N82E16813130759
                      CPU - AMD Athlon 5350 - http://www.newegg.com/Product/Product.aspx?Item=N82E16819113364
                      Case - COOLER MASTER Elite 110 - http://www.newegg.com/Product/Product.aspx?Item=N82E16811119299
Ram - 4-6GB of Scrap Ram in My Desk drawer
HD -  Scrab Laptop Drive I have laying around.
PSU - Spare PSU Laying around.

Total Cost will be around 131.96$ Shipped…. Anyone have any Reason This doesn't look like an Acceptable build?

I would shoot for a J1900 or N2930 board with 2 onboard GigE Intel flavored:

                        • SuperMicro X10SBA - $175 - 13 watts - 4 GigE RJ45's when done - guessing a (35-13 watts savings = 22) - $125 off the utility bill over 5 years

pfSense 2.3.4-Release(amd64) - 31 watts Min d-power mode - 843-853 mbps across LANs -  i5-2400 3xGigE - Asus P8H61-M -All slotted Intel single NICS EM drivers -  shooting for 6 watts - to save $27/year in electricity.  In Hawaii $50 per year savings over 20 watt delta!!
