what is the monitor ip, configured for that WAN ?  (system–>routing-->edit the gateway-
is that monitor ip pingable? if not --> pick a different monitor ip.

it could also be an issue with "apinger" service ... if it isn't running for some reason, you should try to start it.
If it doesn't want to start ==> post the errors shown in the logs

That does NOT answer the question. This should be an ISP gateway (or something manually configured on the Internet side of things.) What's 10.0.0.1 and how did it get there?

Some ISPs seem to have started handing out gateways like that, in private IP space, apparently in an effort to conserve addresses. Do you still have connectivity?
Change the monitor IP for the WAN interface to something pingable like, for example, 8.8.8.8. in System > Routing, Gateways tab, edit gateway.

this does mean that is probably impossible to use  e.g. 10.0.0.1/24 on any LAN/OPT/routed subnets connected directly with pfsense ?
i would ask for a discount if that was the case.

Interesting question. Does it appear in the routing table?

Almost certainly not then! Though because it's a pppoe connection it's probably /32 so you could use other IPs from the subnet. I wouldn't though.  ;)
