"Not working" is not a useful problem description. For starters, have you configured the IMGP proxy properly?

I'm sorry?    I'm not really sure if it is due to the fact there are so many web sites saying there is a lot of different ways

You need to activate the IGMP Proxy. In the configuration you have to specify your upstream and downstream subnets. Within your network in the easiest case there is only one possible subnet to configure here. That depends on your setup. The upstream networks are the difficult thing. This depends on your IPTV provider. I suggest you google that or at least specify here which provider you are working with to finds other users with the same to help.

I can help with German Telekom Entertain service but I guess this is not what you use?

the downstream I know its your local network but the upstream im not sure of some site would say use the 224.0.0.0/16 and others would say use the ips that show up on your firewall but anyways  im with Cincinnati bell fioptics.  also I tired doing what this site said to do no luck http://flyovercountry.org/wp-content/uploads/2014/02/GoogleFiberRouterGuide.pdf   and this one https://forum.pfsense.org/index.php?topic=30983.0 and many more  still wont work

Are you aware that the description given in the links you posted does not refer to your own provider? The subnets for Google TV service need not be the same as for your Cincinnati bell fioptic (unless it is a reseller of the Google service maybe). Apart from that the description looks quite decent.

So you must find information on your provider. I suggest you access them directly as well as try using Google to find that.

No idea what are you asking. Without information about your provider, noone can advise any specifics here.
