High Latency (2000ms+)

Hello everyone, I recently installed PF sense on a HP Compaq 6000 Pro Business PC with a Core2Duo E8400 and 4GB of RAM, using the onboard NIC and a realtek PCI gigabit NIC. When I had everything hooked up and running, the latency from pinging from the router to a PC attached directly to it was over 2000ms and navigating the web interface or trying to go to any site was downright awful. I have a 125/25 connection.
Is this a hardware issue of some kind possibly or is it a setting that could be causing it?
Any thoughts at all would help. Thanks!

What is the on board NICs vendor?
Related to the Realtek NIC it could be that this consumer products are
very cheap and so they are pushing all the load to the CPU, could this be?I would consider going by Intel based NICs for having more benefits,
for a home set up the consumer PC NICs would do the job but for a
real business set up I really would prefer the Intel server adapters
for having the best throughput, fore sure supported by pfSense all must be. -
It's an Intel PRO/1000 Gigabit NIC the issue seems to reside with the realtek 8169/8169S/8169SB(L)/8110S/8110SB(L) it seems. The CPU usage is basically at 0% the entire time since I don't have any packages running or having it doing any work at the moment.

I found a USB 10/100 network adapter that I had and plugged it in and configured it as the LAN NIC and it's working beautifully, 0.4 ms pings, obviously limiting my connecting using it but at least the Realtek NIC is either defective or not compatible with 2.2.1

Care to elaborate a little bit on that, I don't fully grasp it.

Make sure the NICs at both ends of the link (if you're connecting directly) are set to 'auto-negotiate' for speed and duplex and that the negotiation is taking place correctly. If one end isn't it could be falling back to some lesser type like 10Mbps half-duplex. Flow control may also be a factor.
