Hardware Causing High Pings during Heavy Usage?

Hi all, I have been using my ATOM N270 based pfSense build (http://ark.intel.com/products/36331/Intel-Atom-Processor-N270-512K-Cache-1_60-GHz-533-MHz-FSB) with 512 mb of ram with pfSense installed on a HDD for a while now (Onboard Intel Gigabit NIC's) with no issue. Recently I've been seeing higher use rate of our 200mb line that runs through it (1080p x 2 Streaming) and during heavy sessions on a sunday night my ping to the gateway is jumping from 1-12ms to 400+ms. Not ideal for VOIP for me working.
I'm assuming this is an ISP issue, but I'm curious if this could have anything to do with hardware overhead (or lack of)?
CPU Usage seems to be hovering around 20% and I can't duplicate at will, so I have to believe ISP, but I want to cross my T's and dot my i's before I do battle with them…
I do have a core2duo box sitting here I could use but the atom is fanless and in a nice compact case...

Well I can simulate it with multiple streams of data, meaning if I use the DSLReports speed test (32 streams) to some extent.

Could be traffic shaping doing it, if it's still configured at some lower line rate that you had previously.
If you aren't running shaping, then that's exactly what things would look like when you hit your ISP's speed limit, which might indicate they have your connection mis-provisioned.

Thanks Chris. Not a shaper user, but for S&G I went ahead and factory reset pfSense, swapped interfaces for LAN/WAN to get a new DHCP address and tried again, no dice. I do see my modem levels are off a bit, the provider denies any throttling at these speeds and claims the modem config is proper. They are sending someone to adjust levels. Typically the people they send are good (I think I probably have a flag on my account lol) so I'll chat with them on thursday when they come. Here is as bad as it got at one point:
Good to know it's at least not pfSense / hardware. I'll update this thread if I get a resolution.

What's the model of NICs? It could be a cause of issue.

why have you configured 2 gateways for only 1xWAN interface ?

In order to monitor more than one thing I imagine.
Are those ping times giving you problems? You can improve that easily enough using your own traffic shaping if it's the upload saturation causing it.
