Halfbroke ? Now what to do?

I am having some issues from 2.1.5 to 2.2.2, upgrade done but the procedure was:
1. first of all there were some issues with reboot. A hard reboot was necessary.
2. Then some permission errors. A manual chown was necessary
3. VPN stopped working. tried to remove all packages and new CERT. It was working after but then stopped again after second connection. A re-isse of cert is needed every time.
4. Timezone crashes.
5. Kernel queues things appears in log. ex. kernel: sonewconn: pcb 0xfffff8006da07620: Listen queue overflow: 8 already in queue awaiting acceptance (15 occurrences)When i check the netstat cmd this information shows that somehow openVPN is still running despite all packages are deleted. So i feel this auto-upgrade is probably broken somewhere or many places…
Shall i make a fresh new install and hope all issues disappears? or shall i fix the actual issue one by one as done until now? How can i delete openVPN 100% ? can i delete any folder regarding to openvpn on pfsense?

Weekend? This takes about 10 minutes, reinstall and restore the configuration backup.
