      I am trying to configure the ntp server on my pfsense router but I cannot get and client computers to connect. I choose the interface that my vlan is associated with but I cannot telnet to port 123. Do I need to configure a firewall rule?

          More information required.  Are you trying to get to it via WAN or LAN?

          How do you figure you're going to test a UDP service with telnet???

          Do I need to configure a firewall rule?

          Allowing or restricting access base on rules is what a firewall is all about.

            Yes, unless you have a permissive "Default allow LAN to any rule".
