QlanRoot/qwanRoot bandwith how much is OK?

Hi,
I'm located in Chile, my ISP provides 4MB/s download and 512KB/s download, actually I can get about 3.8MB/sown and 500KB/s up for in country content, services in Chile, but when I try to get content outside Chile the best I can get is 2.5MB/s down and 350KB/s up. Most of needed content is international, not in Chile.
So my question is: What Numbers must I use for qlanRoot, 4000, 3800 or 2500?I suppose is 2500, but if I set this, then I'll never can use 4000 for the in country content, I'm right or confused?

I have a similar connection 4096KBps Down/512KBps Up and the best number so far is
3968 for qlanRoot , and 496 for qwanRoot
This is about 96.875% of connectioon speed ie. 4096x0.96875=3968.
I,m using TERRA NETWORKS CHILE S.A.also make sure you have values similar to these for the Traffic Shaper
34 % Bandwidth qwanacks
5 % Bandwidth qlanacks
