Network Card Issue Intel I350T4

I have an Intel Pro 1000PT (2 port) installed in a system that has 16GB of memory and it works fine. I installed an Intel I350T4 (4 port) and strange things are happening. It may be a defective card. First, the memory now shows only 8GB and the MBUF now show 36 percent of the 8GB. Also on the system page 22 percent of the 8GGB memory shows it is utilized. I also noted a sluggish web page resolution / transition with packet loss showing in the gateway windows.

This seems strange …other than a bad card?
