And how exactly are the VLANs set up on pfSense? Sounds like they just are not set up at all, from what I see. Not really sure how you imagine this to work.

What switch do you have make and model? I can not believe a switch designed be a core switch can not do dhcp or even dhcp relay?? Run your dhcp server on whatever it is you want to run it on "because relay to who ?"
Run it on debian like you did before.. Pfsense can not do dhcp unless it has an IP in that network/vlan.

It can of course DHCP relay, but to who ? If I use pfsense as DHCP, it will not interpret option 82 and returning an IP based on the vlan (specified in option 82).
I understood that pfsense can not do DHCP unless it has an ip on that network, that's too bad because the DHCP server has the capability to read option 82.

Since you are not doing DHCP with pfSense at all, and apparently not even the VLANs, I'm really missing why's this posted here at all.

So your asking what you should use for dhcp server? I like isc version https://www.isc.org/downloads/ - run it on your fav OS.. Or do you have any windows servers? They all have dhcp server feature..
