I'm a single user and currently my memory usage is around  25% - %30  of 8129 MB.

I'm worried about this and last week I went ahead and ordered another 8gb.

Would it be worth it to buy another 16gb (2x8gb)  to fill the empty slots  ?
ECC memory isn't cheap either which is why I'm curious if its even worth it.

I am a single user as well and currently use 22% of 512MB. What is eating all your memory?

512mb ram ???Wow!!! you probably don't run any packages.

I'm running both snort and suricata.  Depending on settings they will eat all 8gb ram and 16gb of swap.

I think you've (partially) answered your own question.
Depending on how much work you're willing to do to manage your Snort/Suricata setup you'll either be fine or will never have enough RAM  ;)

I'd move the discussion over to the IDS/IPS section and see what the current best practices/expectations are.
