Limit All Incoming/Outgoing to Same Limit

I just purchased a PFSense firewall and have it running. I would like to limit all traffic going in/out of my network to say 20MB/sec for the total traffic combined. I'm not caring to limit a certain IP address but would rather look to have 20MB at one time useable by anyone. I added a rate limit but it doesn't seem to be really be working. What would be the best method to rate limit for my needs?

I tried to add this queue to my WAN interface but it still seems to allow me to go over 20Mbps.
