Issue with Bandwidth Setting

So I was just trying to help out bufferbloat. I have a 150/20 connection, if I set the Queue to CODELQ and set the bandwidth to 145Mbs for example. I run a speed test and it only goes to about 60-70Mbps. Whats strange if I add a random number like 168Mbs I sometimes get up to 140Mbs.
Is this a known issue? Is there a way around this? Sometimes this works by kind of of offsetting my limit and after a reboot someitmes that magical number 182Mbs to = 160mbs stops working.
Any help would be AWESOME!

Try HFSC & then enable "codel active queue" on that queue. I have no clue why this would work, but it is an alternative setup that will change nothing(?), so try it…

You set your LAN interface bandwidth to 145Mb? Just asking because many people claim "I set X to Y", but it turns out they actually set "Z" to Y.

So for me to get the speed I want I have the LAN interface set to CODELQ at 186320Kbit/s this is the only way I can get to the speed results I am looking for. If I just type in 150Mb I get no where near 150Mb on a speed test.
