[SOLVED] Changes to static DHCP mappings are not being applied

If I'm making changes to static DHCP mappings, they're not getting applied. The system logs shows the following output whenever I apply updates to DHCP mappings:
php-fpm[68420]: /services_dhcp.php: The command '/usr/local/sbin/dhcpd -user dhcpd -group _dhcp -chroot /var/dhcpd -cf /etc/dhcpd.conf -pf /var/run/dhcpd.pid em0 em0_vlan3 em0_vlan2 em0_vlan4 em0_vlan5 em0_vlan7' returned exit code '1', the output was 'Internet Systems Consortium DHCP Server 4.2.8 Copyright 2004-2015 Internet Systems Consortium. All rights reserved. For info, please visit https://www.isc.org/software/dhcp/ Wrote 0 deleted host decls to leases file. Wrote 0 new dynamic host decls to leases file. Wrote 154 leases to leases file.
I had a look at the /etc/dhcpd.conf file and don't see anything that is causing the problem. What would be my next step in trying to figure out why dhcpd is crashing on my config?

I've tried clearing the DHCP reservations in /var/dhcpd/etc/dhcpd.conf, but once dhcpd starts again, the content gets written back. No idea where it pulls it from.

There might be issues in the leases file.
Try blowing away /var/dhcpd/var/db/dhcpd.leases and restarting dhcpd. -
