Update failed from 2.3.1-DEVELOPMENT and this is what it left behind.

I looked through the forum but didn't see this referenced, or maybe I missed it.

Thoughts on this?

System>Update, Update Settings, what Branch do you have selected there?

Same here. Updates are set to "Follow 2.3 Snapshots then move automatically to -RELEASE (default)

Guessing in your case you gitsynced to RELENG_2_3, which is 2.3.1.
