    my idea was to make a rule for the 800 ip classes that my isp considers metropolitan destinations
    The problem is how to write a rule that will limit rafic for more than 800 diferent ip classes,
    on the 800 ip classes i want to have a 100 mbit bandwith limit and for the rest of destinations a 3 mbit limit.

      Wow, I don't think you'll be able to do this very easily.

      That would require a lot of rules…
