The remedy:
Opened 192.168.1.1:22 in terminal window (Putty).
Choose # 15 - Restore recent configuration
Choose # 1 - List backups
Choose backup number with date/time just before the 2.3.2 install
Reboot server/controlerBack in business!

Spoke too soon on this. Still no installed or available package download list. There is a snort menu item, but it goes to a 404 page.

Someone posted might point to a failing hard drive / CF. Might want to run SMART to see what results you get off of it.
-
I've now moved across to ESXi 6 instead - figured I might as well virtualise pfSense at some point due to some packages that don't run particularly well on the ALIX board.
My trusty ALIX 2C2 has served me well over the last few years, but the last few updates just seemed to be a pain to get installed.

Having same problem.
Anyone have a fix? or where to look for the fix?

Looks like a failed upgrade for some reason in the OP as the info posted indicates the kernel is still RELENG_2_3_0, not RELENG_2_3_2.
See if there is anything interesting in /cf/conf/upgrade_log.txt
