Looking to hire someone to implement traffic shaping

Hello I hope this is ok to post here.
I am looking for someone to screenshare with me and walk me through setting this up.
What I want to do is limit each IP downloading from the internet except 1 that is my readynas with transmission and what not.
So like if someone is downloading an iphone update it does not saturate my network.
