Traffic Shaper: Limiter Issue

Currently I have 150+mbps download speed, but when using the limiter it only seems like 60mbps is available. My limiter is set up as 15/15(Down/Up). But when running multiple speed tests results in mixed speeds up to 60mbps total. As soon as I take the limiter off, the full 150mbps is available to use. Is there any known issues with the limiter only using a certain amount of the bandwidth being sent from the ISP?
I am on Pfsense version 2.2.2

Do you need to use limiters? Try standard traffic-shaping queues.
I am unaware of any limiters bug, but I don't use limiters myself.

I work in an office and before using the limiters some devices would take up all the bandwidth, so yes I feel like the limiter is necessary.
I honestly don't know much about the standard traffic-shaping queues. But if that would also solve the problem of one device taking up the bandwidth. Then I will look into that.

You may be getting the subnet masks wrong. A common issue with limiters is it groups connections into buckets where each bucket gets whatever the limiter rate is. If you do the masks wrong, you may be only getting 4 buckets limiting you to 4x15/15(aka 60).

So the subnet masks were in fact incorrect. But I do have a question. I was under the impression that the Limiter is per IP address. But it seems like when I have the correct masks that the total changes from 60mbps to just 15mbps. Is there more that needs to be configured for it to be per IP?

Limiters are not "per IP", they are per subnet mask, which can be per IP if you make it that way. You also need to be careful that you get the correct IP. Some people mistakenly do the destination IP which means the limiter is per destination, not source, which means every website(assuming 1 IP per website for simplicity) share a single limiter for all users in your network.

I myself believe that limiter has its use other than traffic shaper itself.
