Disabled DHCP but still starting when rebooting

I created a tunnel for IPV6. I have RA set to managed and DHCPv6 server disabled. I have a separate server doing DHCP for IPV4 and IPV6. When restarting pfsense the dhcpv6 server is starting even though it is not enabled. Where can I find the startup script to disable it from starting?
