      This seems like a ridiculous question, but this is just not working for me.

      How do I set up a limiter to limit the upload speed of a single host on my LAN?  Step-by-step?

      For instance, say I have a machine on my LAN and it is uploading to a remote host.  How do I set up a limiter to reduce the bandwidth of that upload.

            It is worth noting that if you have existing data flows, i.e. an upload or download stream already in progress that you would need to reset the states for a new limiter to affect that.  Sadly, that would break your upload/download in some case, but in other cases, it will simply halt for a short while and then resume.
