Do the security updates on FreeBSD reach pfSense?

pfSense 2.3.2 is based on FreeBSD 10.3-RELEASE-p5. FreeBSD 10.3 is currently on patch level p12. Are the patches from p12 ported back to the latest stable version of pfSense?

Afaik the relevant security patches get pulled in. You can check GitHub to see what's pulled in for 2.3.3

2.3.2-p1 is actually on FreeBSD 10.3-RELEASE-p9, not p5.
And we update FreeBSD and put out a release whenever there is a relevant issue. We keep an eye on the security advisories and act when ones come through that are relevant and/or warrant a new patch release from us.
2.3.3 snapshots are on -p12.

Is the same true for the ARM port of pfSense?

The ARM version for SG-1000 only runs on FreeBSD 11 on pfSense 2.4, and it is kept up-to-date the same as the others.
