Packet Loss

1st time poster, looked over internet and forums and I cant figure it out. I have been experiencing a packet loss (I first noticed this when monitoring the quality wan_dhcp and wan_dhcp6. The packet loss happens everyday for the past 5 days at the same time periods from 17:30-45 PM and continues to 8:10-30 AM with 10 percent loss average. The time periods from 8:30 AM to 17:30 pm have perfect performance with 0 packet loss. I have a new modem surfboard 6183 and I have reset it many times (thank you Comcast customer service). My pfsense box is new and newly configured. I'm a networking noob, but a pc enthusiast so I have exhausted my knowledge. Quick notes I have one intel nic and one realtek, g4500 cpu, 8 gb ram, 120 gb SSD. Squid3 and Squidguard packages installed. <– the only major changes I have made to the pfsense configuration since noticing the packet loss. Comcast says since my speed is fine then my service is fine..., they don't understand packet loss and they also don't understand that a router and a wireless access point are not the same thing.

Does cron (or some other machine on the network) run any scheduled jobs during that time?
What is the time period for computing the average delay in that graph? Seconds? Minutes? Hours?
Is the system portable enough that you might be able to test it over another connection somewhere else?
If the magnitude of the delay was greater, I'd think that graph was suspiciously like something I saw on a client's network (they use Comcast) when their neighbor (who also used Comcast) had a periodic short in a cable that interfered only when a clerk turned on her little space heater – which heated the Comcast cable that ran under her desk.
With any internet-over-cable system, others on your circuit can affect your bandwidth. Try to connect outside of your immediate neighborhood, and see what happens.

That graph is over a period of 5 days with 1 hour increments. There are no other machines performing any tasks or traffic shaping taking place. This is my home router and I have a basic network, one wan, one lan setup. The box is portable but I am limited as to where I can move it in my house as it has to be near the modem/cable jack. I am switching the ethernet cables with different ones and replacing the cable form the wall to the modem as well. I'll monitor it for a few more days and if that doesn't work I'll move it to a friend's and see what happens. Comcast says it's my equipment… but I just really doubt it.

SOLVED! The issue was my ISP, they had problems down stream and after a month of fighting with them they finally worked on the lines in my neighborhood and it fixed the issue, thanks to all who helped.
