Port forwarding unaccesible when GW down

I have a behavior with 2.1 ; 2.1.1; 2.1.2

As soon as default GW unavailable all forwarding ports became unavailable

we have a fail-over installation.

port forwarding defined as:

CARP EXT IP:45000 -> LAN HOST IP:22
NAT reflection: disable
Filter rule association: Pass
no restriction per inbound IP address.

fiber connection became unstable and it 100% correlation between def gateway inaccessible and  port forwarding stop working when GW resumed.

solution: simple reboot it , and it became operational again
