/boot/loader.conf does not take effect

I'm getting these messages; they aren't new to the internet:
ipw_ibss: You need to read the LICENSE file in /usr/share/doc/legal/intel_ipw/. ipw_ibss: If you agree with the license, set legal.intel_ipw.license_ack=1 in /boot/loader.conf
I get these messages in dmesg for both ipw and iwi. I've set those variables in /boot/loader.conf, /boot/loader.conf.local and /boot/defaults/loader.conf, and they do not seem to have any effect at all. I have double- and triple-checked my spelling, and have tried with quotes and without quotes around the "1". Regardless of these combinations, I get the exact same messages on every boot.
What do you think I am missing?

/boot/loader.conf**.local** may be edited to make the settings permanent.

Also, those messages are harmless. If you do not use the devices it mentions, just ignore them.

I do use the devices - iwi is the wireless driver, and I am using the wireless interface.
Is it harmless if those messages are accompanied by these?

Did the modules entirely fail to load, and/or are they being replaced with the loading of open-source modules? And why are the intel modules convinced that that variable is not set?

They are harmless, period.
The drivers for those cards are in the kernel, but the firmware for the cards requires that license ACK to be set. If you don't use those cards, nothing needs to be done.
