We updated to pfSense 2.4.0 and have found that the management interface for the syslog-ng package (Services -> syslog-ng) no longer works.  This is because the version of syslog-ng in the base has updated from 3.7 to 3.11 and the config file that is generated by the web UI creates it with the wrong @ version at the top.  Updating the @ version from 3.7 to 3.11 addresses the issues.  How do we go about getting this updated in the syslog-ng web UI?

You'll have to track down who maintains that package and have them update it. I'm not sure if anyone is officially working on it, but I'll move this post to the Packages board so you have a higher chance of getting an answer.

The last commit was April 19, 2017 by Renato Botelho (rbgarga on githum) of Netgate.  Anyone have any clue how to get it updated by him or someone else that might do that work?

Maybe you should ask upstream to stop this idiocy instead.
