Interface hotplug not working

Hi All,
can someone tell me why interface hotplug does not not work ?
When I start my pfsense and the WAN cable is not plugged, pluging the CAT5 cable will not bring up the inferace even if DHCP on the WAN side is not down.
I have to "manually" shutdown the box and restart it to be able get access to the box.
Am I doing something in a wrong manner ?
