All Client Max Download Speed Limit but Bandwidth

Hello,

we want to limit the maximum download limit for all users, but the trafffic shapper >>> limiter distributes the entire traffic over the bandwidth we specify.

I would like to distribute everything to 16 MIB internets but one user can get maximum downlaod 2 MIB speeds. Thus, each of the 8 users who use the internet actively can receive 2 MIBs at the same time.

How can i do?
