      Here is my configuration:

      Network 1:  PfSense
      Network 2:  PfSense
      Network 3:  Netscreen
      Remote Users  (OpenVPN clients)

      Network 1 –> Network 2 = OpenVPN
      Network 1 --> Network 3 = IPSEC
      Remote --> Network 1 = OpenVPN

      My Net1 users can connect to either Net2 and Net3.
      My Remote users can also connect to both nets (2 and 3).

      The problem is my Net2 users that can connect to Net1 but NOT to Net3.

      Can I configure NAT at Net 1's PfSense so Net3's router "sees" Net2 as if it was a Net1 connection?

          Can this diagram be used to describe what you're wanting to do?
