        This tends to imply one (or more) of your interfaces don't support ALTQ.
        What sort of hardware are you running it on, specifically, what are the network interfaces?
        Also what version of pfSense?
        You know, all the basic details you'd expect in a "please help me" report :)

          I am using 25ing Cyberoam with 256 SSD and i have enable 2 interfaces 1 configured with wan that uses PPPoe dial and other is LAN netowork .All the other 2 interfaces are disabled .
          WAN (wan) -> pppoe0 -> v4/PPPoE: 100.70.163.197/32
          LAN (lan) -> igb1 -> v4: 192.168.10.1/24

            You should tell the wizard you have one WAN (the PPPoE interface) and one LAN (the igb interface)

            If you told it that you had two LANs, then it would fail because the PPPoE interface is a WAN, not a LAN since it has a gateway.
