Does a factory reset revert to last stable "factory" release or just wipe config?

I'd like to revert to a stable release instead of using the latest dev package. I'm still looking for an install screen to upload an install package manually.

      SG-3100 24.11-RELEASE (arm) | Avahi (2.2_6) | ntopng (5.6.0_1) | openvpn-client-export (1.9.5) | pfBlockerNG-devel (3.2.1_20) | System_Patches (2.2.20_5)

        it only changes the configuration.....

I’d like to revert to a stable release

What if you go to: System --> Update --> Update Settings and Change Branch to "Latest stable version (2.4.x)" ?

@ptt It says the dev version I'm running is newer and I'm therefore "current" there's no "downgrade to last stable" option. It looks like I need to do the USB image trick as documented at: https://www.netgate.com/docs/pfsense/solutions/sg-3100/reinstall-pfsense.html

Yes. I just "got er dun". It took me a few attempts as I had a new 8GB USB drive which would not take the 1GB image. I switched drives and it worked like a champ. I'm back on the latest release image.
