Accidentally Deleted Sbin from usr/local

Hi guys!
I accidentally deleted all the sbin files from /usr/local.
Now, when I go to package manager, it says that there are no packages installed and unable retrieve package information. So far, this is the only thing I can see as an effect from the deleted sbin. What else are going to be affected with the deletion of this?Can I retrieve this whole folder?

Back up the config, reinstall, restore the config.

@derelict Thankyou! And question again. I changed the port of the webgui and then now I cannot go into webgui. Does it because of the deleted sbin? How do I perform backup using ssh? Thank you in advance.

Honestly, I don't know how to do anything with a blown up sbin. Some things might work, some not. The best answer is "don't do that." The file you want is
/cf/conf/config.xml
.
