Routing over ipsec VPN

I have 3 locations.

A
B
C

For some reason II cannot get the vpn working any longer between B to C but am able to get VPN A to both B and C.

How can I route traffic from B trying to go to C over the tunnel between B to A and then to C?

1. Try OpenVPN for B-C, it runs pure UDP or TCP, so can work when the provider is blocking other protocols.
2. You should be able to add the C subnet to the B-A phase2 and vise versa.
