The roadmap is not a perfect measure.
- 7 of those are looking for Feedback, not all of them bugs but things like proofreading things not in the code base like release notes, security advisories, etc. The ones that are bugs are already solved just looking for additional confirmation.
- 3 of them are packages, which are not specifically required to be fixed before a release, and at least one of those should be fixed after a PR merge that happened a short while ago
- 1 of them is a documentation issue that can't technically be done until the release is published
Some of those are not public so they won't show in every view.

@pfSense4ME There's a lot more to an actual release than just cutting it, but you can see several commits, including the one linked, indicate that they're in the process of cutting. I've seen pfSense take a few weeks to go from "release time" to the actual release.
