Pfsense 2.2 VPN L2TP/Ipsec * Problem

I'm trying to configure a L2TP/Ipsec VPN following this official how-to: https://doc.pfsense.org/index.php/L2TP/IPsec , but the VPN doesn't work.

I've configured the windows 7/8 clients but the 789 error persists,
