Weird thing by I used console and manually removed this file and created new and it works fine. Is this file the one voucher cp is using? If not what is it?

So you using cp? I do not have these files on my system - not using captive portal. there is no key.private key.public in that dir.

Yes I do use it but this is not from voucher system. It may come from command line GUI because I wanted shorten vouchers and created manually keys from there using sth like

              openssl genrsa 31 > key.private

You probably mistyped that command in a way that caused openssl to fill up that drive or at least run until it died some other way. That isn't something you'd normally see.
