2.3.2 is no longer supported... None of the 2.3.x line is... Run current version of pfsense if you want help.

Yes, you should update.
When we did occasionally see that back then it was often a damaged or missing /etc/ttys file. You can recover the default file by running these commends from single user mode:
mount -a -t ufs mv /etc/ttys /root/ttys.old tar xv -C / -f /usr/local/share/pfSense/base.txz ./etc/ttys /sbin/reboot
But really I would probably install 2.4.4 and restore your existing config.

Hard to say. Permissions error? Some further filesystem damage?
You could try running fsck a few times from single user mode:
fsck -y /
The cleanest solution is to install 2.4.4 fresh and restore your config into it though.

Even if you manage to get it working - you still running an outdated copy... The version of freebsd that 2.3.2 runs is no longer even supported.. That ran 10.3 which EOL April 30, 2018
Your running a firewall that is multiple revisions behind - you have any idea how many security fixes and bug fixes have happened since that version.. Not only in pfsense but the OS underneath freebsd, along with all the packages that make up the distro - php, etc. etc.

Thank you John for advising. I am really need to update it but i am running four pfSense servers in different palaces. So upgrading should go for all. each one of then has its ongoing services. I should keep this in the last installed new version. So it needs some free time and a lot of concentrations. So i am waiting for this chance to go on :).

This is part of running a network - you can understand a revision or so.. Change control, maint windows - clearly these prevent just on a whim updating.. Testing should be done, etc..
But come on 2.3.2 - and they even sent out notifications that 2.3 was coming to an end over a year ago..
