With static IP address, pfsense clients cannot access the Internet. When I try the same system on a modem that does not have a static thread, no problem. What would be the reason.

Start with some good RTFM: https://www.netgate.com/docs/pfsense/book/ and after that: https://www.netgate.com/docs/pfsense/routing/connectivity-troubleshooting.html if you still can't solve your problem afterwards create a decent post with all the details (as screenshots) of your pfSense configuration.
