Limit bandwidth

hello. I'm new to pfsense and I wnt to know if it's possible to limit the bandwidth of an user (just one user but not a group). In case that I see him using the majority of the bandwidth, can I reduce his consumption or atribute another quantity of bandwidth? thanks for answering!
