Tracking packets and ports

Is there a built in feature, or a package available that can give me a wireshark style tool and interface?

It doesn't need to be as complicated as wireshark, i'm just trying to find out the ports that a particular local IP address is transmiting from and potentially what is being sent back from the destination(internet) to the source(my local device). Including anything that may be being blocked.

i think am hoping i can track any other data coming from that destination ip address on the internet
