Someone help me - Limiter not working

hey everyone, the first sorry about my english. I'm from vietnamese. Now i'm using a pfsense firewall for my office.
So i got a big problem with Limiter when i upgraded to pfsense ver 2.4.4. i was unable to access any website, the internet was okie. Applications still access the internet normally. i don't know why.... someone can help me ???
