PPPoE - state created via loopback on boot

I am running version 2.4.4_3, I connect to my ISP with PPPoE on my WAN interface (the issue has been with all versions since I moved my WAN connection to PPPoE). When I reboot I notice my ATA loses connectivity with my VoIP provider. I notice my SIP (UDP 5060) traffic is trying to route via loopback. I suspect this is because the ATA trys to connect before the PPPoE is up so I have no default gateway.
I have the "kill state on gateway failure" option set, but this has no impact.
Is there a way to drop traffic when there is no default gateway?
