I'm trying to create a Limiter, but when I hit the save button I get this error.
I don't see a "Queue name" anywhere on this page...

      System: Netgate XG-7100
      Version: 2.4.4-RELEASE-p3 (amd64)
built on Thu May 16 06:01:19 EDT 2019
      FreeBSD 11.2-RELEASE-p10

It's the limiter Name field. The error is explicitly telling you that you can only use letters, number, _ and -. You have spaces. Get rid of the spaces. Name it Limit_CMST_Upload.

          Or, rename it Limit-CMST-Upload

          :)

Here's everything about Limiters, in case you didn't know.
