Dpinger sendto error: 65 on one of identically configured WANs

I have several WANs.
Both WANs are network cards, plugged into pfSense box and connected by network cable to two ISP modems. In one case LAN between pfSense and modem is 192.168.100.* and in other case it is 192.168.0.*
My main LAN is 192.168.10.0.
Both ISPs provides me with static IPs and these IPs are specified to monitor in gateway config.
I can reach both modems web interfaces and ping both of them from LAN and from pfSense command line.
Nevertheless, on of gateways are detected and down with 100% packet loss and another one does not.
For this gateway I see in logs:

What can be the reason and how to debug this?
