Option 13 from the console, or pfSense-upgrade -- This is well covered in the docs about upgrading, I suggest you read them.

The file there exists just a different version. Currently:
https://beta.pfsense.org/packages/pfSense_master_amd64-pfSense_devel/All/pfSense-2.5.0.a.20190819.1517.txz

Try upgrading again. If you connection is very slow the file may have been updated during the process.
