      My network has an unstable WAN internet speeds. The speed can vary from 5MB to around 50MB up/download. My internal LAN is divided into 5 VLANs - one of them is routed through a VPN WAN. What is the best way to go about traffic shaping or at limiting my various VLANs with an unstable WAN speed. I need to ensure that some VLANs are at least prioritized over others.

        Limiters would be difficult to use here since I'm not aware of a way to have those dynamically adjust based on some type of feedback mechanism (e.g. latency, bandwidth, time of day, etc.)

        You might try some ALTQ traffic shaping algorithms / techniques instead to prioritize traffic accordingly. Here is some more info on that:
