Is it possible to reject a specific PD, similar to DHCPv4 reject lease option?

My ISP tends to regularly assign me a PD from one of two servers, and consequently it is difficult to predict at boot up which PD I will be given.
I would like to reject/block one of the PD so that I can build firewall rules around IPv6 that are consistent, basically treating the other PD as permanent. If it occasionally changes (hasn't since I've been using the same UUID for at least a year), no big deal.
Is it possible to do configure pfSense to reject a specific PD and retry until it receives another?

There is a setting to not release a DUID. Do you have that set?

@JKnott Yes, there is a static DUID set.
The issue is that my ISP replies to a DHCPv6 Solicit with two Advertise responses — presumably two DHCPv6 servers running side by side for HA. Depending on which one comes back first determines which PD pfSense decides to use.

Sounds to me like the ISP has implemented a brain-damaged provisioning. I'd tell them to fix it.
