I have a similiar setup and similar problems. I do not want to use a separate DHCP server, maybe someone could point me in a direction that is more feasible.

Setup: pfSense 2.4.4-RELEASE-p3
WAN: em0
LAN: re0 (for management purposes only)
GUESTACCESS: em1

DHCP Server is enabled for 'GUESTACCESS'. GUESTACCESS is connected to an untagged switch port, VLAN20.
Captive Portal is enabled on GUESTACCESS, too.

Multiple Access Points (Airlive WN-350R) are installed throughout the building. They are all configured the same, including SSID (no encryption). They all connect to the GUESTACCESS network on VLAN20.

DHCP does not always work. Sometimes it takes a few minutes until a device receives an ip address or worse, does not receive an address at all. Sometimes only seconds. And on other occasions it works instantly. I am under the impression that Windows and Apple devices work better, Android devices struggle a lot more.

Using tcpdump i can see, that the DHCP packets travel both ways (they should, as it works sometimes). But it looks like pfSense and the client device cannot agree to an address a lot of the time.

If a client request IP address 1.2.3.4, and gets told NO.. via nak.. then it should send out a new discover.

Can you post up this pcap you took so we can take a look see to what could be going on.

I don't have a lot of android devices to play with - but guests are on my guest vlan, and never have any problems. My son android phone is on the network all the time, and he doesn't seem to have any issues. I have multiple devices that move about different SSIDS to new vlans and new IP ranges - without any issues switching to the new IP scheme on the different vlan, etc..
