4G Router as failover enabled after delay

Hi,
I'm trying to setup a router for switching to the failover interface after the normal interfaces beeing down a specific time.
I have a 4G Modem integrated in the router and the usage is paid on a daily basis. I need the interface to be used only when there is no internet and after some delay (ie 15-20 minutes) to make sure there is really an internet issue and not some problem that will be resolved after 5 minutes (and thus make me pay for internet during the entire day).
First, I think that if the interface is considered comme "always online", pfsense won't send any traffic to it as it doesn't have to check if it is, indeed, online.
If that's the case, i need to be able to wait some time before switching tier in my interfaces group configuration, does someone have any idea how to do that ?
If pfsense still sends some data through the interface even when it's considered "always online", I need to be able to enable the interface after (15-20) of beeing offline and disable the interface as soon as one of the normal interfaces are up.
Does anyone have an idea how this could be done ?
